The recent discovery of a great amount of coal and oil in Southern Bolivia has threatened to fracture the status quo in Latin America. While poverty-stricken Bolivia attempts to raise the money to tap this potential source of wealth, Paraguay has launched its claim to the region where most of it is concentrated.
Paraguay lost nearly all of its domestic resources to Brazil and Argentina 50 years ago in the war of the Triple Alliance, and fears if Bolivia becomes as wealthy as those two, Paraguay itself will cease to exist in the near future. The native people of southeast Bolivia are of the same descent as those of Paraguay, giving Paraguay's claim legitimacy.
Chilean politicians and businessmen, seeing the coal fields discovered in the Potosi region of Bolivia as a way to bolster their own economy, are pressuring President Luco to take the region for Chile, noting that Bolivia would be an easy win for the Chilean forces.
Some Argentinian politicians have also launched a claim on the fields. Argentina, with a burgeoning industrial economy, suffers from chronic coal and oil shortages and is forced to rely on imports.
