The Empire of Japan accepts this Treaty of Fukouka and declares that the war, three years old when this treaty goes into effect, and costing more blood and treasure for all involved than almost any other war in modern time, is at last over. The tranquil waters of the Pacific may once more roll on undisturbed by the clamor of war, unspoiled by blood, coal and oil while the endless sky above it shines undimmed by the smoke of battle.
