The Empire of Germany is quite concerned because of rumors we have received of late. These rumors are also supported by intelligence that the Empire of Germany has received recently, which places us at a difficult position in relations with the Empire of Japan.

These rumors and intelligence show the planning of Japan for an invasion of German possessions in Asia - including bases on the mainland of China as well as its colonial possessions. This evidence also shows the cooperation of the French with the Japanese, showing that Japan is working against Germany in a combined effort. The plans and aggression shown against Germany has forced us to reconsider the reimbursement of funds that Germany was sending to Japan for Germany's part in backing out of the German-Japanese Trade agreement. We do not know if we can trust that these funds will not, in the future, be used against Germany and fund a Japanese war machine fueled against Germany. As such, we wish to make it known to you that our military presence in Asia will be increased in all of our holdings, and that the promised 35 million will as of right now be suspended. It will not be spent by Germany, nor will it be sent to Japan. We understand Japan's resentment originally in not receiving the thirty-five million, understanding full well how they must have felt in the situation. Germany, however, does not not believe that understanding forgives or allows the planning of take-over, invasion, or incursion against Germany's rightful possessions and lands.

We do hope that these rumors and intelligence are false, but we also have our own bargaining chip. We are in possession of vital information that the Empire of Japan would not want to be known to the public, both domestically and nationally. Germany has an understanding of many things that perhaps Japan does not know we know. As such, we hope Japan reconsiders its plans, halts interaction with the French, and immediately attempts to fix relations with the Empire of Germany.
