Domestic Politics:

- 1. A land reform program is to begun in Ireland. £10 million pounds is to be given in the form of interest free loans to Irish tenants to enable them to buy their farms from their landowners. Loan repayments shall begin a year from now and shall be set at a rate that the overwhelming majority of tenants shall be able to afford. It is hoped the program will further erode support for Home Rule among Ireland's rural population.

- 2. A new mining bill is to be brought before Parliament. It will outlaw, except in wartime, the employment of anyone below the age of 15 in the mining industry. Furthermore, for the first time, it will make Mine Owners liable to pay compensation (to be determined in Court) to miners who suffer an accident at work that could have been avoided.

- 3. City Councils are instructed to begin preparations for the clearance of slum dwellings where evidence exists such dwellings are directly causing or contributing towards ill health on the part of families, especially the young and the elderly.

- 4. The Prime Minister instructs Government MP's to formally vote against any proposal to grant women the vote should such a motion reach the floor of the House of Commons or the House of Lords.

Diplomacy/Espionage:


- 1. The Ambassador to the Transvaal is to immediately begin a convert propaganda campaign within the Republic through sympathetic ulitlanders publications. Points to mention include how devastating a war could be upon the livelihood of the Boers, as well as how hopeless a situation the Transvaal is now in. At an appropriate time, the Ambassador is to leak news through the media that an Army of 100,000 men has set sail from the UK bound for the Cape, with provision being made for another 60,000 to be dispatched in the Summer.

It is hoped this campaign will lead to a demoralising effect on the part of large segments of the Boer population who will come to realise that any war will only lead, eventually to the prompt and utter destruction of the Transvaal. The propaganda campaign is to be balanced with news that Sir Alfred Milner, the Governor of the Cape, has already promised that should war occur, after such a war the Transvaal will be given self-governing status within a year, followed by the prospect of Dominion status if Anglo and Boer can be reconciled.

£5 million is allocated towards this campaign.

- 2. Sir Kingsley Smith is instructed to obtain intelligence on the size of the Boer Army given that it has now fully mobilised. He is also instructed to provide the Government with any information regarding plans drawn up by the Transvaal to repel any British invasion.
