The Emperor demands satisfaction in this matter, either in the form of the return of the money, or in delivery of the ships. Japan entered into this agreement in good faith , paid the price demanded for the Ships and we require satisfaction be made for this National affront to our honor.

We are not so far removed from Europe that we are not aware of whats happening on that chaotic continent, and we are certainly not aware of any "unrest" so great and threatening that it would require the "Kaiser" to steal 35 million pounds from my Emperor, unless the Kaiser is planning on fomenting problems in the future.

This is unacceptable behaviour and we wish to lodge official protest against it, and we ask all Europe to join with us in condemning this vile act of debasing treachery and to remember this incident before ever considering a trade or diplomatic deal with Germany .
